About the Programme
In 2022, the Mastercard Foundation in partnership with BRAC International (BI) will be announcing an initiative that will create a positive and measurable impact for 1.2 million adolescent girls and young women and 9.5 million people across seven countries in East and West Africa, including Ghana, Kenya, Liberia, Rwanda, Sierra Leone, Tanzania, and Uganda
There is mounting urgency to support adolescent girls and young women (AGYW) living in poverty, which has been further amplified by the global pandemic. Through this partnership, scalable economic development approaches will be delivered in communities to foster the agency and voice of AGYW. They will have the opportunity to fulfill their aspirations, achieve sustainable livelihoods, and engage in advocacy issues.
BRAC International will implement an integrated and holistic model to address the various life cycles of a young woman living in poverty, ensuring she is able to transition safely from adolescence to adulthood. Job Title: Senior Research Associate (Re-Advertised) - 01 Position
Job Purpose

S/he will be responsible for designing and implementing research projects, resource mobilization, research protocol, conducting data analysis and reports.

Responsibilities
• Design quantitative research, write research project proposals, development research protocols, and secure Institutional review board (IRB) formalities
• Conduct quantitative data processing, data analysis, and data presentation independently
• Write quality research reports for donor reporting, external communication and peer reviewed publications
• Lead implementation of research projects with & without analytic supports from Pls Make publication and policy briefs for external audience and advocacy
• Manage multiple research projects with proper grant and financial management
• Monitor the progress of the study to ensure protocol compliance with and adherence to the project plan
• Identify, evaluate and rectify problems including working with the internal and external team members to ensure efficient research management. Presentation of the research at appropriate local, regional, national and international meetings and conferences
Safeguarding responsibilities:
Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the program's goals on safeguarding implementation
Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment
Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action
Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do the same
Educational requirements
Master's Degree in Economics, Development Studies, Social Sciences, Public Health, Statistics, or any other related subject Bachelor degree can be considered only with at least 5 years' of directly relevant experience is demonstrated. Certificate in research methodology - study designs, data analysis is added advantage.

Skills and competencies
• The candidates are encouraged to apply only when s/he can design quantitative evaluation research independently and well-versed in one of the statistical software (like STATA, SPSS, R; don't apply if you use excel as your primary option or other qualitative techniques)

Job Title: Monitoring & Evaluation Coordinator (01 Position)
Job purpose

The Monitoring & Evaluation Coordinator will supervise department staff during implementation of monitoring and evaluation activities, data management systems development and quality assurance within the M&E department of BRAC Uganda.

Responsibilities
• Provide supervision and technical guidance to staff in M&E department to deliver required results
• Support in developing M&E Tools including M&E Frameworks, M&E Plans and log frames
• Manage M & E department Information Systems and Databases
• Design, manage and administer mobilebased data collections tools like Survey CTO and ODK collect
• Capacity building to staff working directly and indirectly with M&E department in all M&E technical areas
• Oversee routine program/Project monitoring activities and progress on achievement of results
• Ensure proper data management procedures (SOPs, Job Aides etc.) are disseminated and maintained in the braches (across supported regions)
• Work with project coordinator(s) to strengthen community M&E systems through ensuring availability of data collection tools, equipping regional and branch teams with data collection skills and timely reporting
• Conduct routine Project data quality assessments
• Support Analysis and dissemination of data for performance reviews
• Establish and maintain a system to track availability of reporting tools, and logistics for proper storage of records
Safeguarding responsibilities:

Required Qualifications, Skills and Experience:
• A degree in Social Work and Administration, Development studies, and any other related fields.
• Previous experience with qualitative data collection methods- FGDs, KIIs, IDIs.
• Experience working on public health/social science projects with good qualitative data analysis.
• Ability to foster linkages, grass root partnerships and collaborations with relevant stakeholders.
• Be sensitive to the norms, values and community perspectives that could impact across the project life.
• Up to date GCP/HSP certification.
• Eloquence in English and Luganda (written and spoken).
• Excellent interpersonal communication skills.
• Proficient user of Microsoft Office suite (MS Word, Excel, Outlook, PowerPoint).
• Participatory epidemiological methods such as participatory rural assessment.

Job Summary:
Under the guidance of the PMER Manager and Team Leader, the M&E Officer is responsible for assisting the Project Staff in the planning, coordinating, supervising, monitoring and evaluating project activities, results and programs in accordance with LWF and Donor guidelines and procedures.

Main Duties & Responsibilities:
• Data Management & Reporting (50%)
• Review and refine monitoring and Evaluation & reporting tools for all Projects in Rwamwanja Sub Program line with LWF Uganda PMER system and donor requirements.
• Coordinates all aspects of project monitoring and reporting ensuring that data collected is of high quality, harmonized across all projects and is produced on time.
• Aggregate all qualitative and quantitative data from Project Teams into one projects’ status report and submits the same to management within stipulated timeframes including monthly, quarterly, annual as well as feature reports.
• Assist the Project Teams in designing, conducting and coordinating baselines, mid-term evaluations, end-line evaluations, Performance Quality Audits and annual project reviews.
• Provide technical assistance and training on monitoring and data collection to M&E staff and other project staff in the sub program.
• Track data quality based on review of data generated by the M&E teams through activity tracker, debriefs, researches/surveys or Audits to primary sources to ensure that data provided is accurate and authentic.
• Collate reports, articles/Newsletters, case studies, best stories from the implementing teams for compilation into status reports.
• Review all projects’ reports. Guide staff in preparing their progress reports in accordance with approved reporting formats and ensure their timely submission.
• Ensure compliance on M&E standards while gathering data and documentation by all project staff.
• Support and coordinate the processes of tracking the implementation of the Country strategy through participation in the development of Country Annual plans (CAP) and Country Annual Targets (CAT).

Implementation of M&E Activities (40%)
• Ensures that appropriate and harmonized systems are in place to track project implementation indicators, impact measurement and progress related to all projects in the Sub Program as required by the donors.
• Oversee and update M&E activities included in the Work Plan, with particular focus on results, impacts, best practices, lessons learned, emerging issues and setbacks in implementation.
• Based on the annual work plans and in particular the project budgets, design the framework for the physical and process monitoring of project activities.
• Prepare consolidated progress reports for project management, including identification of problems, causes of potential bottlenecks in project implementation, and providing specific recommendations.
• Undertake frequent visits to the field to support implementation of projects M&E and to identify where adaptations might be needed.
• Foster participatory planning and monitoring by training and involving primary stakeholder groups in the M&E of activities with view of developing local M&E capacity.
• Facilitate, act as resource person, and join (if required) any external supervision and evaluation missions.
• Monitor the follow up of evaluation recommendations.
• Conduct periodic participatory learning and action activities to ascertain progress, implementation gaps and needs.

Documentation and Sharing of Lessons learned (5%)
• Design and implement a system to identify, analyze, document and disseminate lessons learned.
• Consolidate a culture of lessons learning involving all projects staff and allocate specific responsibilities.
• Ensure that ToRs for consultants recruited by all projects also incorporate mechanisms to capture and share lessons learned through their inputs to the project.
• Identify and participate in additional networks that may also yield lessons that can benefit project implementation.
• Participate in the production of quarterly newsletters for the organization.

• Support Partnerships and Visibility (5%)
• Works closely with the PMER Manager, Sub Program Manager and Project Managers to map out project-specific strategic partnerships and engage with different stakeholders
• Attend different learning and sharing events like meetings, radio/TV Programs etc. as appropriate.
• Work with project teams to develop proposals and concepts for fundraising when required. Education, Qualifications & Experience Required:
University degree preferably in Statistics, Economics, social sciences, Demography and other related disciplines; A Postgraduate in M&E is an added advantage; Experience in designing, implementing, and operating project M&E systems; designing and managing beneficiary monitoring and database systems; Strategic planning and performance measurement; Knowledge of major evaluation methodologies and data collection and analysis methodologies; Experience in planning and managing surveys; Experience in developing and refining digital data collection tools, data quality assessments and oversight, managing and providing M&E training to partners and target beneficiaries; Ability to facilitate and serve as project liaison for externally-managed evaluations.

Job summary: Under the guidance of the M&E Officer, the M&E Assistant is responsible for gathering data and ensuring accurate entry, maintaining data, and following up and reporting progress of project activities.

Main Duties & Responsibilities:
Project Implementation:
• Provide guidance and support to Project Assistants in the development and implementation of monitoring tools, which will include, but not be limited to, data collection, analysis and reporting on project indicators.
• Participate in the training of project assistants in monitoring of activities based on indicators and targets set out in the project documents.
• In line with selection criteria developed by project officers, carry out verifications to ensure the right beneficiaries are supported and to highlight any inconsistencies in the identification process.

Project Planning;

Participate in periodic sub program planning meetings to review program progress and share best M&E practices.
Support in ensuring that all projects have realistic work plans, and are submitted on time

Staff Management:
• Assist in defining the required team composition and structure for the operational programme in accordance with LWF standard structure;
• Support in the recruitment process of the casual laborers and data clerks; staff requisition, long and short listing, development of interview questions, recommendations for the best suited candidates and on-boarding orientation and induction.
• Lead and supervise casual laborers and data clerks, encouraging effective team work and inclusiveness through regular meetings and clear reporting mechanisms.
• Agree on clear performance objectives for reports in appraisal, and ensuring there are appropriately set objectives, and that appraisals are undertaken in a timely manner;
• Train and supervise research assistants for specific data collection and entry activities including checking questionnaires and data entered for reliability, completeness and consistency.

Financial management / Budget Monitoring & Control:
Support the M&E officer in developing a realistic budget for the M&E department.

Project Monitoring, Evaluation and Reporting:
• Participate in strengthening the existing M&E system for the projects in the Sub Program.
• Support in preparing bi-weekly, monthly, quarterly, semi-annual and annual programmatic performance reports.
• Support the entering and monitoring of projects through the Newdea PMER online systems.
• Collect and systemize information on progress of each activity of a project being implemented, and input the information into database platform.
• Ensuring accuracy of entered data and comparing it with the existing filing system to make sure all records are consistent and aligned.
• Provide support in establishing and updating an M&E tracking database
• Provide assistance in monitoring and evaluation, data collection, interviews, surveys, data clarity and data delivery to the M&E Officers.
• Assist in analysing and compiling data to measure the progress and impact of projects’ activities
• Prepare and submit success stories of projects’ activities
• Work closely and on a daily basis with the M&E Officer on all data collection, data entry and data analysis
• Provide support in routine monitoring and evaluation, data collection, interviews, data clarity and consistency.
• Provide day to day verification of data quality and ensure all data is input into database platform and analysed with integrity.
• Submit monthly monitoring and evaluation activity reports to the monitoring and evaluation officer.

• Training in M&E, bio-statistical analysis, data management, or relevant fields is an added advantage
• Excellent analytical, team work and interpersonal and documentation skills
• At least one (1) year of prior experience with performance monitoring and evaluations for international development or humanitarian programs; drafting M&E systems; developing M&E tools and procedures with proven improvement at the level of organization; as well as data collection and analysis
• Working knowledge of word processing spreadsheets, data entry and analysis packages and databases (Microsoft packages, SPSS etc.)
