At all times the job holder will:
• Demonstrate HSE leadership, develop a safety culture with the team and service providers and be involved in the set up and implementation of SAFER, the safety culture program of Company.
• Promote the full application of HQ, Affiliate and Project HSE rules, including policies, One Maestro referential, 12 golden rules and Company rules (CRs) by both Company and contractor’s personnel.
• Participate in the definition, implementation and monitoring of the LOG HSE roadmap, risks assessment, KPIs and action plans.
• Maintain daily contact with the RSES-D to provide support, guidance and mentoring on the HSE subjects.
• Assist the RSES-D for any HSE event requiring Cause Tree Analysis.
• Provide HSE support to all Logistics operations (land transportation, lifting, storage of equipment, etc.).
• Lead work permit audits;
• Participate in internal audits, and all audits carried out by Contractors, partners and authorities
• Ensure proper follow up and close out of HSE actions in Synergy and other action trackers.
• Participate to the HSE performance evaluation of logistics providers.
• Prepare and be involved in partners, contractors, and local authorities HSE forums if occurring.
• Mentoring and evaluation of Logistics contractors through HSE, catering and accommodation inspections to ensure compliance and performance as per the contracts, international best practices / standards, and compliance with ISO 14001.
• Lead any HSE Committee on Logistics sites and control the quality of the Logistics site induction.
• Liaise with the HSE department on all HSE topics and ensure that Golden Rules Campaigns, World Safety Days and World Environment Days are implemented within the Logistics teams and sites.
• Ensure observation reporting & hazard awareness are being maintained at a high level.
• Manage the implementation and update of Bridging Documents on the Logistics sites when required.
• Provide input to weekly & monthly HSE reports within the Logistics perimeter and propose appropriate improvements.
• Timely review the deliverables developed by the Contractors with regards to H3SE aspects and participate, when requested, in the review of queries / derogation requests.
• Gather project and Company site lessons learnt / REX, analyze their impacts within the Logistics activities and share conclusions within logistics perimeter.
• Implement, in partnership with Logistics Contractors, Company safety initiatives on the logistics sites.
• Contribute and coordinate the implementation of annual HSEQ training plans including compulsory E-Learnings for both staff and contracted personnel.
• Dispatch HSE information in timely manner within the Logistics sites

Qualifications And Required Experience
Qualification:

• Bachelor of Engineering or equivalent

Experience:
• Minimum 5 years’ experience in HSE positions at supervisory level with 8/10 years in oil & gas industry projects and operations.
• Logistics & HSE management rules, lifting/handling, storage management and techniques, land transportation, base management operations including catering.
• Good knowledge of Windows 365 and other office tools.
• Self-motivated, autonomous and proactive in carrying out the activities of the job.
• Always adheres to the values and principles of the Company.
• Ability to work under pressure and stressing conditions, ability to adapt, analyses problems and communicates with all entities, analytical mind, rigorous, holistic approach and tenacity. Able to write Standing Instructions and Procedures.

Management of Methods Team/Function
• Day to day supervision, organisation and control of the direct reports
• Assign and coordinate the workload within his/her team
• Assess and monitor competency levels of his/her team to identity any skills gaps and required interventions needed to enable the effective execution of tasks.
• Communicate good practices and drive improvement initiatives in relation to planning, KPI monitoring, Tools & systems usage and training, reporting and any other regulatory requirements impacting the Supply chain

Planning
• Ensure the affiliate’s Annual Procurement Plan (APP) is developed in line with the approved annual Work Program and Budget activities and in consultation with affiliate Métier departments and C&P Manager.
• In accordance with stipulated regulatory timeline, submit to & follow with the Regulator endorsement of the internally developed procurement plan
• Supervise the continuous updating in AGORA and improvement and reporting on the progress of the APP.

Supervise & Coordinate Performance Monitoring
• Accountable for definition of, implementation, monitoring and communicating suitable Key performance Indicators (KPIs) to the C&P team in line with Group recommendations
• Supervise analysis of the procurement performance against these KPIs and identify improvements opportunities
• Supervise consolidation and reporting of the Métier KPIs
• Guide benchmarking initiatives in support of the contracts and Buying teams
• Maintain list of existing Duets/Triplets, ensure that quarterly triplet meetings are conducted between contracts engineers, buyers and metier partners , recorded and archived

Supervise the Use, Training and Improvement of Tools
• Adapt C&P Tools procedure to local needs
• Advise and assist the affiliate in defining solutions and developments related to C&P tools (UNISOL, AGORA, ARIBA, Insight 319 Due Diligence etc…)
• Specify the requirements with regard to the system versatility and upgradeability, with regard to local requirements, in cooperation with the local UNISOL coordinator
• Supervise the consistency of changes made on other UNISOL modules (link to other Business: Operations, Logistics, Maintenance, Finance, Controlling, HR…) or external applications with C&P requirements by participating in activities and meetings affecting the functionality of all C&P tools
• Participate in the development, implementation and deployment of C&P tools (e-Procurement tools: e-Sourcing, Contracts: AGORA: management tools, etc)
• Supervise the consolidation and documentation of the experience, and know-how acquired in the performance of this duties
• Developing his knowledge of existing UNISOL products and new technologies covering the areas of procurement, contracts, inventory and freight forwarding
• Be responsible for the deployment of tools like e-Procurement tools, Contracts (AGORA) management tools, Supplier management (locally developed tool) etc

Analysis/Reporting
• Supervise, validate C&P performance in accordance with internal governance and regulatory requirements
• Follow up of the progress on the C&P tools usage and implementation

Communication
• Facilitate the internal communication between C&P and other entities of the affiliate for procurement matters
• Liaise with the TGP division about procurement activities and promote exchange of information with the other Affiliates (benchmarking, exchange of best practices) and with the external entities about procurement activities

Qualifications And Required Experience
Qualification:
• Master’s degree (Procurement, Business, Law or related field)

Experience:
• International Experience Requirement (Preferable but not mandatory)
• 7 years’ experience in an engineering, business analytics or commercial role
• Experience in contracts & procurement function in the Oil & Gas Industry is an added advantage
• Good knowledge of TotalEnergies's Supply Chain tools is also an added advantage

Responsibilities
A. Key Responsibilities

The Driver will be in charge of;
• Safe and responsible driving of office vehicles.
• Routine maintenance and care of office vehicles.
• Takes careful note of all available information concerning street conditions, effective routes, and locations.
• Running official errands and assisting with other office services.
The Driver performs the following tasks:
B. Specific Tasks
1. Maintenance of Cars
• Regularly clean the inside and outside of the office vehicle.
• Checks oil, water, brake, and clutch fluids daily; tyre pressure, battery water, and overall vehicle condition monthly or after 5000 km whichever comes earlier; tests lights, brakes, bodywork for dents, etc.
• Reports the need for maintenance and undertakes minor repairs.
• Immediately reports any involvement of the project/office vehicle in any, even minor accidents, or any damage or theft of equipment from the vehicle.
• Logs in vehicle movement in vehicle logbook correctly & accurately daily and registers each monthly check.
• Compiles driver reports on the condition of the vehicle.
2. Road Information
• Uses all available information (incl. actual radio news on traffic situations) to update knowledge of street conditions, effective routes, and locations daily.
• Exchanges this information with other drivers.
3. General Services
• Wears proper attire.
• Serves all passengers in a friendly manner.
• Runs errands for the GIZ Office e.g. delivery of letters/messages, payment of bills, and makes minor purchases as directed.
• Is responsible for official documents in the vehicle.
• Is responsible for a special petty cash and submits vouchers for accounting monthly.
• Does not use, at any time, the car for his/her own private purposes. Such misuse of the vehicle is considered a serious misconduct and will immediately lead to a warning and may result in dismissal.
• Does not drink alcohol before and during working hours.
Other Duties/Additional Tasks
• If there is no outside driving activity, s/he stands by in the office, supports other colleagues in case of need and does other office work as assigned.
• Reports any incident whilst off duty that may affect his/her driving licence entitlement, as well as any newly known health problems that may affect his/her ability to drive.
• Undertakes further job training related to his/her position and duties, if required.
• Performs other duties and tasks at the request of management.

Qualifications
Uganda Advanced Certificate of Education (“A” Level).
Details of experience
• At least 5 years of working experience as a driver, with references.
