The IRC began programming in northern Uganda in 1998 in response to mass displacement and devastation wrought by rebel group, the Lord’s Resistance Army. In 2002, the IRC expanded to the remote, conflict-affected region of Karamoja and in 2011, began working with refugees in Kampala. Monitoring the influx of South Sudanese refugees at the end of 2015, the IRC began scaling up its response to refugees arriving in the West Nile region. By promoting durable solutions that deliver on the interdependent aims of saving lives, strengthening institutions, and supporting social cohesion, the IRC in Uganda is laying the building blocks for long-term stability and development –bringing people from harm to home. The IRC currently works in 9 districts in Uganda, including Kitgum, Lamwo, Kyegegwa, Moroto, Kiryandongo, Yumbe, Arua, Kasese and Kampala.

Job Overview
Reporting to and technically supported by the WPE MEAL Officer, the MEAL Assistant will work closely with the program staff to support data collection, data quality checks, data analysis and systems contributing to strengthened monitoring efforts of IRC programs with the aim of optimizing monitoring, evaluation, accountability, and learning capacities of the BPRM grant to ensure high-quality programming for our clients and support the global ambitions of IRC Strategy 100. The MEAL Assistant will support the MEAL officer in managing day to day M&E tasks arising in the Field Office and providing technical support to field teams to ensure effective implementation of the project.

Duties and Responsibilities
• Collaborate with program to ensure routine data collection as per the MEAL project workplan.
• Support the field organization of data collection survey, client satisfaction survey, and client feedback collection systems.
• Perform initial data review for BPRM project in Tika intervention areas under WPE sector.
• Input and maintain up-to-date monitoring and client databases including the GBVIMS+.
• Participate in regular data verification and audit exercises to assess the quality of data reported and address any anomalies identified.
• Keenly track project progress through standardized data collection tools and methodologies.
• Support M&E officer in the compilation of Monthly, Quarterly, Biannual, and annual reports through provision of timely accurate and updated data.
• Develop project monitoring and evaluation tools with support from M&E Officer and Project Lead.
• Other related duties as assigned by supervisor.

Qualifications
• Bachelor`s degree in Statistics, demography, Economics, M&E, or related field. An advanced certificate in M&E, and statistics will be of an added advantage.
• Ability to undertake MEAL activities based on guidance from the supervisor.
• Possess a basic understanding of Monitoring and client feedback mechanisms and functions.
• Experience in monitoring & evaluating research methods and qualitative analysis is a plus.
• Experience working with communities, youth and adults of diverse backgrounds.
• Good written and verbal communication skills.
• Fluent in Microsoft Office applications, especially Excel and Word.
• Willingness to travel to reside and work in the field sites.
• Fluency in local languages in and around the refugee settlement of Rhino is a requirement.

Job Title: Project Monitoring & Evaluation Officer
Reports to: Project Manager

Duty station: A4HU Mityana Field Office
Project Monitoring & Evaluation Officer will be based in the Mityana Field Office, with frequent field visits and will lead the TeamUp project monitoring and evaluations, development of baselines, and mid- term and final evaluation reports. He/She will guide the development of program M&E systems to effectively capture and report on activities across multiple implementers of Project activities.
He/she will also participate in resource mobilisation efforts by developing performance management plans and contributing to project plans on M&E systems.

Job Purpose:
The Project Monitoring & Evaluation Officer is responsible for monitoring and ensuring quality and timely inputs and ensuring that the Project maintains its strategic focus and that its activities achieve its intended outputs cost-effectively and timely. He/she is responsible for designing, coordinating and implementing the Project's monitoring and evaluation and learning framework. He/she develops and implements a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by the Project.

Main Responsibilities:
Setting up the M&E System.
• Assist in the revision of the project log-frame matrix, particularly in the areas of performance indicators and their measurement.
• Support in the development and writing of project proposals.
• Assist in developing and finalising the project Work Plan and keeping it updated in accordance with project activities and timeframes as relevant.
• Lead the development and implementation of the A4HU M&E plans and frameworks, M&E tools, for example, the Project Performance Monitoring Plan.
• Review the quality of existing data in the project subject areas, the methods of collecting it, and the degree to which it provides good baseline statistics for impact evaluation.
• With collaborating partners, review the existing approaches and information management systems and agree on any required changes, support and resources.
• Support the project team in the development of a plan for project-related capacity building on M&E and for any computer-based support that may be required.
• Collaborate with other partners to organise and undertake capacity building on M&E when required.
• Lead the development of data collection tools using WEBMO, CommCare, ODK/Kobo, Collect/Survey CTO.
• Lead the data collection process regularly to measure achievement against the performance indicators and conduct data analysis using SPSS/STATA/Excel.
• Support and coordinate external program/project evaluations, i.e. baseline, mid-line and end- line evaluations for quality and dependable results.
• Performance monitoring and disseminating program/project progress/results during quarterly and annual meetings.

• Check data quality with target youth and community structures and partners.
• Maintain and administer the M&E database; analyse and aggregate findings.

• Participate in elaborating (costed) action plans, performance reviews and reports for M&E activities.
• Ensure proper handling and management of A4HU assets in accordance with prescribed guidelines and procedures.

• Requirements

• Work with Data Officers to ensure proper filing and file retrieval during patient care and updated patient records in Uganda EMR (Open MRS).
• To ensure that HIV care data captured on patient forms during patient visits is transcribed to pre-ART and ART registers and updated in the Uganda EMR (Open MRS) on time.
• Compile weekly, monthly and quarterly data not reported in DHIS2 and submit it to the Data and records Officers on time.
• Ensure that accuracy and confidentiality of data collected and stored is maintained at all times in proper filling and archival systems.
• Ensure that the entered data are backed up regularly and the data are well protected.
• Perform basic data analysis on data from HMIS data to inform teams on the progress of interventions at the supported facility
